The Postal Service's massive mail-processing facility in downtown Boston will stay open at its current location under a cheap moncler outlet new plan released yesterday, but the burberry bags agency would cut operations at other centers in Massachusetts. Tarmey said the plan is subject to change by Congress, which is weighing numerous bills to help the agency cut billions of dollars in expenses it cannot afford. US Representative Stephen Lynch, the ranking Democrat on the committee that oversees the Postal Service, said he expects Congress to reach a deal to downsize the agency within 90 days because it is close to exhausting its $13 billion line of credit from the federal government. "We have a terrible situation with the Postal Service.'' Lynch said the final deal may include the end of Saturday mail delivery, although he currently does not support that. Postal Service officials have also said that consolidating processing plants will slow the delivery of first-class mail, causing the average shipping time to take two to three days instead of one. The cost-cutting measures are being prompted by a 25 percent decline in the volume of first-class mail since 2006, officials said. The Postal Service receives no tax dollars for its operations and relies on the sale of postage, postal products, and services. The Postal Service said it is seeking to reduce costs by $20 billion by 2015. Specific dates have not been set for implementing the consolidation plan in Massachusetts, officials said. The Boston facility is a large employer in the city and occupies prominent real estate next to the South Station transportation terminal. The Postal Service has long planned to relocate the facility farther down Summer Street to make way for the terminal's expansion, which is needed to relieve commuter rail congestion and restore service to Fall River and New Bedford, among other things. Lynch said that the potential relocation to South Boston is still under discussion, but officials first must agree on how much the agency should be paid for its current property. City and state officials said the negotiations are ongoing. The amended legislation also would require that women be given the opportunity to view the fetal.
